लोक सेवकों को ज्यादा जवाबदेह बनाते नीतीश

बिहार के मुख्यमंत्री नीतीश कुमार ने लोक सेवकों को और ज्यादा जवाबदेह बनाते हुए एक नया कानून बनाया है| बिहार लिक शिकायत निवारण अधिनियम के अंतर्गत राज्य के हर जिला मुख्यालयों और अनुमंडलों में आम जनता के शिकायतों पर फ़ौरन अमल अकरने के लिए विशेष काउंटर खोले गए हैं| इस कानून में जितनी पारदर्शिता है, उससे ज्यादा सरकारी सेवकों को जवाबदेह बना देने के सपने देखे गए हैं| कोई भी आम आदमी न्यायालय, व्यक्तिगत या सूचना का अधिकार के अलावे किसी भी तरह का शिकायत दर्ज करा सकता है| चाहे सरकारी कार्यालयों की टालमटोल हो या फिर अफसरों का जनता के साथ खराब व्यवहार| सभी मामलों में ये व्यवस्था की गई है की शिकायत दर्ज करते ही शिकायतकर्ता को रसीद पर सुनवाई की तारीख दे दी जाती है और उस दिन उससे सम्बंधित कर्मचारी-अफसरों को शिकायतकर्ता के सामने सुनवाई के लिए उपस्थित होना पड़ता है| हर एक मामले में पन्द्रह दिन से एक महीने के अन्दर सुनवाई कर देनी है या फिर सम्बंधित कर्मचारी-अफसर के ऊपर 500 से 5000 रु० तक का जुर्माना वेतन से काटा जा सकता है|

बेशक, नीतीश कुमार का यह कदम नागरिक अधिकार के लिए एक मिल का पत्थर साबित हो सकता है| शंका इसलिए भी होती है क्यूंकि देश का एक आम नागरिक पुलिस से ज्यादा सरकारी कर्मचारी या अफसरों के रवैये से अधिक परेशान रहता है और अधिकतर मामलों में लोग इन शिकायतों के झंझट में न पड़कर कुछ ले देकर अपना काम निकालने से मतलब रखता है| लोगों का भ्रष्टाचार के खिलाफ यही मनोदशा, लोक सुधार की कोशिशों में एक शुन्यता हो जाती है| और हम खुद सुधरने के बजाए शासन को दोष देते हैं|

सवाल इसलिए भी खड़े होते हैं की जब देश में सूचना का अधिकार कानून लागू हुआ तो लगा की जैसे भ्रष्टाचार का अंत नजदीक है पर हुआ क्या? सूचना मांगने वाले आरटीआई एक्टिविस्ट गलत न होने देने की जूनून के आगे पहले धमकाए गए और न मानने पर मार डाले गए| आज भी इस कानून की हकीकत है की कोई भी लोक सूचना अधिकारी अपने कर्तव्यों के प्रति जिम्मेदार दिखाई नहीं देता| सूचना मांगने वाले व्यक्ति को बिना प्रथम या द्वितीय अपील के सूचना उपलब्ध ही नहीं कराई जाती है|

इस नजरिये से अगर देखा जाए तो लोक शिकायत निवारण की व्यवस्था सुस्त और कामचोर अफसरों पर RTI से कितना अधिक असर करती है, या तो वक्त ही बतायेगा| फिर भी उन्हें जनता के प्रति जवाबदेह बना देने की मुख्यमंत्री की प्रतिबद्धता लोगों को सूकून देती है| क्योंकि उन्होंने साफ़ कहा है की सरकारी नौकरियों में किसी को बुलाया नहीं जाता, लोग खुद स्वेच्छा से काम करने आते हैं, इसलिए काम करना ही पड़ेगा.....

Reservation system in India

The History of Reservation System in India started by implementation of Marlo-minto reforms 1909.  But the communal agenda of that reform had uproar much controversy and polemic for their religion based reservation.  After which, Montegue-Chemsford reforms 1919 and Government of India Act 1935, helped deprived people to secure their opportunities in govt. jobs or other places, whom ever treated untouchable for our society.

                        There is no doubt, Reservation definitely improved the social life of deprived.  Indeed, this 68 years after independence, Social, Financial and Personal lives of Scheduled Caste and Scheduled Tribe have increased very quickly.  The contribution of B.R. Ambedkar is unforgettable to abolish untouchability from our society.  However, support of Backward reservation recommended in 1990 by Mandal Commission headed by ‘Vindeshwari Prasad mandal’.  It is high time when, caste politics reached at zenith for political profit and treated as ‘propaganda’.  Many politicians cooked their own bread with it and opened difference shops of politics.

                        In the context of this, Supreme Court decided that the reservation is not exceed than 50 percent.  Because, That can violence of Article 16 which provide every citizen of nation equal right with similarities.  But today’s condition is not appropriate with this polemic system.  Many thinkers demand reservation on the basis of financial condition not on caste.  Casteism absolutely enhance discrimination among society.  Reservation should not be a political propaganda to polarize voters.

                        My own opinion on that matter is about secure reservation only for those which rightly need for it.  Don’t spend reservation cotas over well occupied person or family.  Casteism Reservation is silently creating voice of irritation among financially deprived general castes.  Therefore, They don’t have any mistake to born in general castes, which family haven’t house to live, no bread, no cloth exist.  Government should revise its polemic system in the interest of common man and recognize real needed people which is suitable for reservation in all sectors.

                        Hence, We must have responsibility to implemented that system honestly and don’t make it political issues.  So, therefore we can say proudly our Nation is a sign of unity and brothhoodness.

भारतीय राजनीति और उसकी चुनौतियाँ

देश का मौजूदा राजनीतिक संकट अपूर्व है| राजनीति आज एक ऐसे मुकाम पर पहुँच चुकी है, जहाँ उसके पास नेतृत्व की प्रेरणा लेने के लिए महज एक गौरवशाली अतीत है| वर्मान राजनीतिक पटल पर कोई ऐसी शख्सियत दिखाई नहीं देती, जिसमें भविष्य के भारत की तस्वीर नज़र आये| जिसमें गांधी जैसे संकल्प हो, नेहरु जैसे सपने हो, अंबेडकर जैसी दृष्टि हो, इंदिरा गांधी जैसी निर्णय लेने की क्षमता हो, पटेल जैसी अडिगता हो या जेपी जैसा हठ हो| भारतीय राजनीति अपने लोकतान्त्रिक आदर्शों व इसकी गहरी जड़ों के लिए जानी जाती है| बेशक, भारतीय राजनीति को पोषित करते अलग-अलग दलों या उसके नेताओं के अपने अलग-अलग पैमाने हों, आदर्श हों, फिर भी भारतवर्ष का लोकतान्त्रिक इतिहास इसे एक सूत्र में पिरोता है|

                                                                                              

     ऐसा बिलकुल भी नहीं है की भारतीय लोकतंत्र की राह में चुनौतियाँ कम है| यहाँ ऐसे लोगों की बिलकुल भी कमी नहीं है जो देशसेवा के नाम पर स्वार्थ कर रहे हैं या फिर उसे खोखली बना देने की कोशिश में लगे हैं| स्वतंत्रता प्राप्ति के बाद से हमारी राजनीति ने आपातकाल से लेकर वंशवाद, धनबल और उसमें निहित सत्ता का लोभ भी देखा| जनता की आवाज का दमन, सत्ता का मोह और राजनीतिक महत्त्वकांक्षाओं के सहारे जीने वाले लोगों को उसी अंदाज में भारतीय जनता ने प्रतिक्रिया भी दी ये भी हकीकत है| भारतीय राजनीति की राह में बहुत सारी बाधाएं हैं जिसका हल निकाल पाना हमारे लोकतंत्र के लिए संजीवनी साबित हो सकता है|

     सबसे पहला है, भ्रष्टाचार| जिसने भारत ही क्या दुनिया के तमाम देशों में अपनी मौजूदगी से उनकी रफ़्तार धीमी कर रखी है| चुनाव जीतने में जितना धन-बल पानी की तरह बहाया जाता है, अगर उसका दस फीसदी भी गरीबों पर खर्च होने लगे तो भूखमरी और निर्धनता की समस्या अनुकूल रूप से कम हो सकती है| दूसरा है, वंशवाद| भारतीय राजनीति में वंशवाद की समस्या कई दशकों से चली आ रही है| वंशवाद एक ऐसा मोह है, जिसके परिपेक्ष्य में कई नेताओं ने अपने लाडले की किस्मत चमका दी, उसे बिना किसी भेदभाव के राजनीति का मसीहा बना दिया जाता है चाहे वो अयोग्य ही क्यूँ न हो|

     इसलिए शायद अब युवाओं को राजनीति आकर्षित नहीं करती| वर्तमान में राजनीति की परिभाषा लूट-खसोट तक सिमट कर रह गई है| पक्ष और विपक्ष का काम सरकार चलाने से ज्यादा एक दुसरे की बुरे करना ज्यादा दिखाई देता है| किसी भी रैली में जाइए, सारे नेताओं की लम्बाई, गोलाई और मुटाई एक सी लगेगी| कारों का रंग भी एक होगा पर झंडे अलग-अलग| रैलियों में स्टेज के पीछे काले धन के चंदे से जनता की उम्मीदों को सफ़ेद किया जाता है|

     कुल मिलाकर अगर देखा जाए तो भारतीय राजनीति हमारे लिए एक गौरवमयी इतिहास है और इसका भविष्य हमारे वर्तमान पर निर्भर है| हाँ, इसकी राहों में कुछ कंकड़ हैं, जिन्हें हटाना सरकार से ज्यादा हमारी जिम्मेदारी है| पर हमें भारत के लोकतान्त्रिक स्वरूप व इसके तौर-तरीकों पर पूरा विश्वास है की हम दुनिया के सबसे बड़े लोकतंत्र होने की जिम्मेदारी बखूबी निभायेंगे और जरूर निभाएंगे...

what can I do to save my planet?

Our planet is earth, probably earth is only found planet where environment is available and living is possible. We are very fortunate of having planet like earth where infinite kinds of creature survive.  Air, water, food etc also help human to live, grow and progress in all ways.  In few previous decades, we are facing a different kind of hindrance, that is pollution.  Air pollution, Soil pollution and water pollution have originated by human being for their personal profit.  Obviously in last 5-6 decades, we have cut infinite trees to make our life more luxurious, we produced intolerable amount of smoke by factories, vehicles and other luxurious goods.  By the result of which, today we stand on the danger level of pollution.

 

            But, the main question is that how can we save my planet?  Where our population is increasing by leap and bound, carbon dioxide, sulfur dioxide or methane or led consist smoke also destroying the area of ozone.  We have large and uncountable No. of A.C. Fridges running without caring for nature.

            My own opinion in the context of what can I do to save my planet is for trees, water, soil, river, minerals etc.  We should have to first stopped cutting trees, we should work to literate rural people who washed their cloth in the bank of river, washing animals in river etc.  Our government and many NGO definitely work in that sector but improvement is needed.

            Our gesture to save the Nature is not appropriate to today’s environment condition.  We have to come and plant tree necessarily, we have to reduce extraction of minerals from khans, we have to stop making dams, we need strict restriction on mountain destroying Because, our these needed is being created imbalanceness of earth.  We should use less a.c. or other hazardous goods which put in danger on our environment.  If I respect nature, Nature will also respect me.  If we exist carless about nature day by day so, Nature definitely introduce many disaster like Kedarnath, tumors etc.

            So, The safety of planet is on our hand.  We have to decide that how we care this.  I strongly supported the demand to make fundamental duty by UN that No one has any right to disorder Nature’s arrangement.  Whether which is Nuclear agenda of any country or agenda of industrialization.  If we don’t beware so, all of us definitely will appears one day on road with oxygen tank holding on back, that suffers many country in present.

The influence of Television on our lives

Invention of Television is a golden revolution in the context of today’s hasty lifestyle. It was time when J. L. Beyard wouldn’t think that one day that can have influence to reform anyone’s though, make unknown to known widely and also have power to shake anyone with its popularity.  But, these happened and continuously caring its importance in everyone life.  When, we talk about electronic media, programs broadcasting on television then we observed very sharp that we got as positive outcome as negative effect on our respected society.

            The influence of television on our lives made it more easy, more communicative, more knowledgeable and much conscientious.  In these few years, competitions among thousands of channels make equity and considerable for everyone who doesn’t want to go anywhere or don’t have money to visit historical places.  Few television serials lead the mentality of our society in considerable way and show good message to viewers, but in contrary, our television have majority of third class channels which ever want to become first in race of TRP system without caring people or, which don’t care of spreading vulgerness on their respective channels.  Here is many dark spot of television’s life, where No one has idea to enhance nation, how to improve student’s skills by positive shows?  No, all of them going like as sheeps race.

            So, we can say that, the influence of television on our life made it easy to know and watch live for any incident forthwith with news channels, also we have much harmful effect on our daily life in the context of positive side of television.  The government must concentrate to work on restriction to broadcasting indecent programme which try to spread obscene environment towards the country especially for child age teen boy.  After which, If we successfully reform dark spot of television so, we definitely say that the invention of television is a great invention of world.

सडकें कुछ कहती है...

इंसानों को किसी तय गंतव्य तक पहुँचाने वाली सडकें अपनी हालत के अतिरिक्त कभी चर्चा में नहीं आ पाती| पर हाँ, अपने बदलते नामों की वजह से वह भी शायद खुद को कम्युनल या सेक्युलर सा फिल करती होगी या फिर हजारों नेताओं की तरह किस पार्टी का समर्थक बनूँ की दुविधा उसे परेशान करती होगी| सडकें भी सोंचती होंगी की अगर इस पार्टी की सरकार आ गई तो मेरी हालत बेहतर हो जायेगी| कोई होगा जो मेरे किनारे पर पड़ी इन धूलों को साफ़ करवा देगा या मेरे किनारे लगे पेड़ों को न काटने की गारंटी देगा| सड़क बनवाना किसी भी इंसान के लिए सबसे मलाईदार काम माना जाता है| छोडिये इन बातों को क्यूंकि मैं कुछ ज्यादा ही पॉलिटिकल होता जा रहा हूँ|

देश भर में किसी भी मुद्दे पर किसी ख़ास पार्टी का चमचा उस पार्टी की सड़ांध मारती विचारधारा को बुलंद करने इसी सड़क पर उतर जाता है| अपने मालिक के प्रति भक्ति दिखानी हो, वफ़ादारी साबित करनी हो या दिखावा करना हो तो सड़कों से बेहतर स्थान तो कोई हो ही नहीं सकता| तोड़फोड़ होना, आगजनी होना सचमुच का सड़क होने का सबसे बड़ा प्रमाण है| लोग ये क्यूँ भूल जाते हैं की देश की यही सडकें हमारे स्वतंत्रता सेनानियों का प्रतिक है| लाला लाजपत राय पर लाठियां बरसाना, पीर अली की फांसी, आजाद का शहीद होना या फिर शांतिपूर्वक प्रदर्शन करनेवालों पर पुलिस की गुंडई का प्रत्यक्ष गवाह रही है, हमारी ये सडकें| इसका मजहब भी पता नहीं चलता| सड़कों पर कीर्तन होते हैं तो तमाज भी पढ़ा जाता है| मूर्ति विसर्जन भी होता है, ताजिया भी निकलती है, जीसस की मोमबती लेकर भी चला जाता है तो वहीँ वाहे गुरु जी की प्रभात फेरी भी निकाली जाती है|

सडकें हम से बहुत कुछ कहती है| यूँ फर्राटे भरता ट्रक, अमीरों को लेकर बेहताशा भागती कारें, आम आदमियों को पहुँचाने जाती बसें और गरीबों की साईकिल को अपने ऊपर से बिना किसी भेदभाव के एक समान सुविधा देती है ये सड़क| सड़कों के लिए अमीरी और गरीबी का फर्क बस इतना है की सडकें अपनी सोंधी मिट्टी की खुशबु का अहसास गरीब को ही कराती है, उसे धुल भरी झोंकें बिना उफ़ किये खा लेने लायक बना देती है| और इस तरह से सडकें इन गरीबों को अपने ढंग से तरासती है, अमीरों से कहीं ज्यादा|

सड़कों पर सबकुछ बिकता है| कानून के रखवालों का ईमान, मजबूरी का जिस्म, गरीबी की मेहनत, दिखावे का प्यार, अमीरों का पैसा सबकुछ ख़रीदा जा सकता है, पर भावनाएं नहीं| क्यूंकि इसी सड़क के किसी चौराहे पर पसीने से तर-बतर, बास मारती और फटे से कपडे पहनकर चिलचिलाती धुप में नंगी जमीन पर कटोरे के साथ कोई बैठा होता है और उसी वक्त किसी कारों की खिडकियों के अन्दर से कोई कुत्ता मजे से गाने की धुन पर थिरकता चला जाता है...और वो गरीब...
